Projections based on historical relationships (bearing in mind the uncertainties of future projections) suggest that if all OECD countries could boost their average PISA scores by 25 points over the next two decades, the aggregate gain of OECD GDP would be USD 115 trillion over the lifetime of the generation born in 2010...Bringing all countries up to the OECD’s best performing education system in PISA, Finland, would result in gains in the order of USD 260 trillion. I t is the quality of learning outcomes, not the length of schooling, which makes the difference. (OECD, 2012b, p. 90)
